If anyone knows how they fight its Vegeta. And back to the point about Tiens respect, Tien isn't even once referenced by name by Vegeta, much like the trash that is Yamcha and Chaozu. Vegeta has called Krillin by his name, same wih piccolo, he respects them enough as warriors to say their names

The Saibaiman's battle power is 1,200...!! Going just by power, he rivals Raditz...!!" Vegeta: “So [Tenshinhan]'s battle power surpasses that. A simple calculation.” Even if the thing held back, Tien's power still surpasses it by Vegeta's own admission. I guess the reason Herms doesn't have it is because his section is for Saibamen in general, not any specific one. Or he just didn't deem it important enough...or missed it.
