 Yamcha can beat him as easily as Goku did. Otherwise Tien would have one shotted him at the tournament.

 Yamcha felt like he would beat Goku in the tournament despite seeing Goku's power 3 years earlier.

On the other hand Shen refused to believe Tao could be beaten by a Turtle student despite seeing Yamcha fight Tien.
