I think Roshi said after Goku defeating Red Ribbon Army (which was after Kid Goku drinking Sacred water & defeating Tao pai Pai) in Uranai Baba saga that Goku has already surpassed him.

Even during their 1st fight in Tenkaichi Budoukai, Master Roshi as Jackie Chun was even with then, unexperienced Kid Goku & his victory was extremely lucky.

Though we do know Roshi as Jackie Chun puts up a very good fight against Tienshinhan in the next Tenkaichi Budoukai.

Cant really say for sure. Guess Kid Goku's has slight advantage...

Could you be bit more specific? Is this Master Roshi during RRA Saga or 22nd TB? I am gonna assume it's not 21st TB.

If it's 22nd tournament, then Roshi has a fair chance of winning (though not a for sure chance). If it's 21st Roshi, he gets beaten pretty bad.

I don't see them as even close to equal back then. Roshi was obviously going easy on him. Roshi was about to make the never give up goku quit with the Lightning Surprise, and Goku was only saved by going Great Ape, then Roshi could have killed his Great Ape form with his Buff Form Kamehameha but he destroys the moon instead and wearing out all his power. And even still he wins. If he had gone 100% in the match and not been so nice as well, the match would have ended alot quicker. I don't think Roshi got any stronger from 21st to 22nd Budakai but I guess I'll use him at 22nd.

Chapter: 53, P13.3
Context: after standing up before Goku after their double kick-induced double knockout
Kame-sennin: “I won because of my long legs…As an adult, my legs are longer than your small ones, and so my kick was that much deeper…But at any rate, you did well…You’re the first person to ever push Muten Roshi this far…”

Chapter: 54, P5.1
Kuririn: “But Goku was so close! He would have won the championship if he hadn’t been hungry.”
Goku: “Nah, I think I woulda lost even if I hadn’t been hungry. That old-timer was super-duper strong.”

Chapter: 113, P14.1-2
Goku: “I hope I beat you this time--!”
Jackie Chun: “Ho ho ho! It seems you’ve trained even more, eh? This will be fun.”
Jackie Chun (thinking): “You’ve got to be kidding. I’m Muten Roshi; I can’t lose no matter what. I’ve been training in secret myself!

Chapter: 115, P11.3
Context: Jackie beat his first opponent in the prelims with a single punch.
Goku: “That ol’ guy is still awesome!!”
Yamcha: “Leave it to him to have polished his moves even further since the last tournament…

He did win only with his long legs after he used up all his power blowing up he moon instead of killing Goku and after Goku saved himself from giving up to the Lightning Surprise by turning into The Great Ape. I don't know why you posted that quote. But I guess he did get better than the previous tournament. But not by any known amount seeing as how he was going easy on Goku in the 21st tournament so we don't know how much his superior fighting in the next tournament is from going more all out or from his training.

You really think Roshi would've killed Goku with his Lightning Suprise attack? Once you kill your opponent in TB, you're disqualified right?

Roshi was forcing Goku into giving-up, while Goku was stubborn as rock.

Yeah, Roshi blasted the Moon. We dont know for sure, but Roshi could've possibly killed Great Ape Goku with his Kamehameha.

Wasn't Roshi going 100% against Goku? He was tired af.

At least against Tienshinhan, Roshi was alot more solid & looked good.

I didn't say he would've killed Goku with his Lightning Surprise, I said he could've killed him with his Kamehameha, but instead he decided to destroy the moon, wearing out all of his power, and then still won. But even before that, Goku was about to give up to the Lightning Surprise. He had the match won tons of times and then due to circumstances, having nothing to do with Goku's power, but because of Roshi going easy/being nice, the match was extended.

Nice reply Android19.

I'm convinced. Roshi definetly had an edge over Goku. Jackie RULES!!

Guess we can say that even by the next Tenkaichi Budoikai,Roshi still would've held his own quite well.

He'd lose to 22nd Budokai Roshi and beat any Roshi before that.
