I think this all depends on the SSJ modifier. If you use x10, Ginyu wins handily. X50, Chilled.

All implications he could or couldn't are too ambiguous to say one way for certain.

Unlike Piccolo's attack on Freeza, Chilled saw Bardock coming at him. He didn't blind side him, he too him face on. Chilled at the same time has this stupid look on his face and smile, clearly not knowing what this strange blacked haired creature is doing. Hell knows what Freeza even means and then suddenly this random guy punches him in the face. You could tell Chilled just wasn't prepared for some guy to randomly come at him and punch him in the face.

Chilled saw Bardock coming, and even if as you say, he wasn't expecting this then if the gap would be big enough he would either react in the same way like Vegeta on C19 attack or he would block it.
