Even after Gohan goes releases all that energy and goes SSJ2 right in front of his eyes he still thinks the Z fighters can't beat Babadi's men. Kai isn't specifically intimidated by Pui Pui, he just say that Babadi's warriors are incredibly strong, he just thinks Pui Pui is strong but he isn't. Even if he can't never corrected himself on PuiPui's power and continued to use him as a measuring stick post battle implying he knew his power the entire time. So if he knew his power the entire time and was still scared of him to the point that he wanted to quadruple team him... That just speaks for itself.

His inability to sense power as shown to be natural in BoG would be a more logical explanation here. He would naturally still gauge power by watching battles, and he still was all ok PuiPui's power estimated placement of being quite a few rungs above Freeza after watching him fight.

Maybe the significance of Goku's power was that he could feel it all the way from the planet of the Kais. As for Pui Pui, well he knew vegeta was kicking his a*** obviously, but he probably thought Vegeta had acquired that power training on Earth and therefore was completely un-adapted to 10x gravity. It's the same as the ROSAT having such great affects on the z fighters, it was only 10x gravity but they were completely unused to the wild temperature variations and thin oxygen supply combined with 10x gravity.
