Could Goku concentrate as much energy with his feet Kamehameha Wave as his normal Kamehamaha Wave at any time?

All we know is that it was enough to rocket him toward Piccolo and surprise him.
I doubt it because Goku at this point in time was capable of doing a "Super Kamehameha".

Right. So Super Kamehameha > Feet Kamehameha at the time. That means his "Super" is what he can concentrate and bring all his power out with. So any Kamehameha Wave from the hands should always be better than from the feet. Maybe the form, concentration, and the like is what makes whatever attack as strong as it is.

I don't personally think it would matter all that much. It might be a small difference between the one from his foot and a normal one, but he should understand the ki in his body well enough that I bet he could fire one from his mouth if he so wanted.

Correct me if I'm wrong.

I wouldn't think to much into it. It's the only instance that it's ever seen throughout the entire manga and show.

My guess is it was something along the lines of a pseudo kamehameha, because the proper technique is done consistently with the hands. It took Master Roshi decades to master IIRC.
