Why is it that Goku beating Tao is considered a beat feat even in the 22nd Budokai?

Roshi saw Goku's strength from 3 years earlier which was already above Tao

And while Tien and Master Shen hadn't yet seen Goku fight, they had seen Yamcha and Krillin fight and Shen was still surprised Tao could be beat by "one of Roshi's pupils", so does that confirm Tao > Krillin and Yamcha at the 22nd Budokai?

It doesn't confirm Tao > Yamcha & Krillin, but it does confirm that Tao wasn't just anybody.

Well Tao wasn't that weak compared to Goku. Tao vs Goku was a much closer fight than Goku vs Cell honestly. Tao had some opportunities and looked halfway decent most of the fight. Sure he was outclassed but he was able to manage something.

All in all, Tao was a distant rival to Goku and Yamcha, Krillen and King Chappa should all be able to defeat Tao. It seems his reputation has carried him pretty well and it's not like they are blowing him out, he's still in the general vicinity of these guys.
