Piccolo - Weighted or not?

That's really one of the few instance Piccolo even powers up in the series.

Of course he powered up when he took off his weights...we're saying that he cant fight at his full power when he's weighted, that's all.

He could power up with his weights like he did against initial IPC, but he'd not come out as strong.

Kamiccolo vs #17 is > Kamiccolo weighted vs IPC.
Even though I like this argument... Piccolo himself note that he wasn't fighting at his max vs Cell. Are we to assume that he is only referring to his weighted clothing?
When did he say that?
Something about finishing Cell off.

Sure why not?

weights the same thing as a suppression, as shown by Raditz.

Why would he take off the cape in battle if it's not holding his complete power back? Mobility or something?
Possibly slows him down, lowering his overall power output. Or, akin to Goten/Trunks vs 18, his cape specifically hinders his mobility (as you mentioned).... though I can't see a turban effecting mobility greatly.

I'll take option 1. The kids coudlnt even see out of the costume they were in.
