Splitting up the Dragonballs

It's been bothering me when I think about this and I want the opinions of other DBZ fans on this one. Especially in the later half of Dragonball and early DBZ it seems most of problems the Z Fighters have involve bad guys trying to gather the Dragonballs to make some evil wish. They kind of get stuck with the position of "Dragonball Custodians" in that they are always trying to either clean up a mess made by the Dragonballs, or trying to use the Dragonballs to clean up a mess that was made.

Here's an idea: hold on to the Dragonballs. Instead of only gathering them when you need them or want to keep a bad guy from getting them, just always have them. You have a radar, so in a time of peace get all the balls. Then distribute them to some of the strongest fighters on the planet in no particular order and scatter them across the globe with guardians. Anyone who wants to make a bad wish would have to fight the Z fighters to get it (instead of like Lord Slug getting the Dragonballs, making his wish, and then fighting the good guys), and anyone who wants to make a good wish can visit the 7 holders of the Dragonballs, pass 7 simple tests to prove their heart is pure and the wish is good etc. then make the wish! In one year everyone goes on a Dragonball hunting party and the balls go back to their guardians.

So Give Piccolo the 1 Star Ball. Give Yamcha the 2 Star Ball. Give Tien the 3 Star Ball. Give Goku the 4 Star Ball. Give Vegeta the 5 Star Ball. Give Krillin the 6 Star Ball. And then because it's his dragon in the first place, Give Kame/Dende/Gaurdian of the Earth the 7 Star ball.

If someone gets killed you don't have to search very hard to get them back. If there's a threat approaching the planet and you need to wish it away on short notice there's no problems. Wouldn't this be the smart thing to do?

Or am I missing something? Please tell me if this plan sounds flawed.

You make a very good point but, They cannot simply wish away an enemy or a threat. In the Saiyan saga, Oolong asked if it was possible to wish the Saiyans away but anything beyond the Earth guardian's power cannot be granted, that includes getting rid of someone who is much more stronger than him.

You're right, I completely forgot about that part.

However, Porunga was able to transport an entire race from one planet to another. Maybe Shenron could have done the same thing to bad guys except sent them into the sun?

Yeah it's a good plan if you really need to locate the Dragon Balls quickly. Goku could just use instant transmission to each person and collect their ball. The-Senzu-Life is correct though, the particular wish would forbidden. The dragon is limited to the power of it's creator.

About sending them into the sun, that's a very interesting proposition. I'd be interested to know if that would work myself.

Whether they had them or not was irrelevant. What was relevant was if they would be able to defeat their foes. As we can see on Namek, they could not defeat their foes and had their Balls taken from them. Ouch.

They would actually be doing the enemies a favor if they found them. Tell me how Nappa and Vegeta are supposed to find the balls after they killed everyone? Also, Piccolo is going to fight, if he dies, no more balls. So it's totally pointless.
