The 4th Raikage is stated to be the fastest, so he's faster than his father. Sasuke with his 3 tomoe Sharingan kept up with the Raikage, at least visually, and his reaction is probably better than the Raikage himself. The Raikage has superior maneuver and combat speed. Sasuke was ~ Kakashi at that time. Minato (via FTG) > KCM Naruto > V2 4th Raikage > 3rd Raikage > Kakashi in speed.

There's no evidence of Kakashi being faster than Raikage in reaction speed. I'd say 3rd is faster than 4th mainly based on conjecture. When the 4th said he was the fastest I think he mean everyone in his generation. I don't think he actually got to witness the 3rd in battle.

In their brief fight, Minato used his FTG to get around. Not his physical speed. The 4th Raikage clearly stated that he's faster than anyone but Minato who was in the generation of his father. That's a strong evidence here that he's faster than than his father. His father is known for his strength and durability, not speed.

He just went to the kunai Minato appeared on. Sasuke kept up with the 4th Raikage with his normal Sharingan, at least visually. Don't know about reaction, but he can see him, as we've seen that Sasuke ~ Kakashi in their fight. All what the 3rd Raikage did was dodging an obvious attack. He had unlimited chakra, which means unlimited stamina too. Naruto didn't comment on his saying that he's faster than his son/the 4th Raikage or anything. The only thing he said that the Raikage are always super fast.

Mozilla Firefox Favourite Manga Berserk all day erry day	I highly doubt Kakashi's reaction speeds are greater Sasuke couldn't even keep up with the Raikage visually and he's an Uchiha/ Maybe he'd see Raikage moving but he wouldn't be able to defend himself in time, unless they were a good distance apart. Speed is literally all 4th Raikage has currently only Naruto, perhaps Sasuke, Minato and maybe Kaguya can top his speed. Off topic but FTG aside I wonder who's faster out of Minato and Kakashi? Minato caught Naruto pretty damn quick when Tobi threw him, with raw speed.

Idk what happened exactly We don't really know the circumstances but he cut lightning, so he can react to lightning and swing his arm as fast or faster than it. Combat/Travel speed I doubt he's even half lightning speed though.

Or is it just with raikiri? Idk what happened exactly Kakashi was able to cut a bolt of lighting with Raikiri, which is essentially a technique where he gathers lightning chakra in his hand. The technique was powerful, obviously, but nothing indicates that it increases his senses at all, so him cutting the bolt of lightning was purely his own reaction speed.
