How come it took all this to happen for Piccolo to discover that Vegeta was the stronger one? He couldn't just sense what they were putting out? The Saiyans don't change their battle powers on purpose. Thoughts? Chapter: 219 (DBZ 25), P12.5 Context: after Vegeta orders Nappa to stop and Nappa instantly complies Piccolo: “The way the big one cowered…that must mean that the little one is even more powerful. It’s hopeless!” |

Perhaps the Z fighter's ki sensing was not very accurate at that point of time.Perhaps vegeta was unknowingly holding back is ki/energy.Or perhaps it was just a plot hole? Only AT knows the answer to your question. |

It was either a plot-hole or they were just sensing Nappa's energy because they thought he was the bigger threat. It was a plot-twist at the expense of the fact that the Z fighters should've been able to sense the power difference since at this point Vegeta is still impressed with the ability to suppress one's power level |

This. And the resting ki being lower than fighting ki works too here. Vegeta was just sitting down enjoying the battle, so his battling ki was not active. |

Evidently it can be difficult to judge someone's full power if they aren't actually exerting full effort and using it, even if they don't have the ability to actually change their power level at will. There's a few other potential examples of it... - 1st-form Freeza "powering up" to fight Vegeta (his ability to change his battle power wasn't noted until he used his second form) - Yamcha, about Goku showing Super Saiyan to Future Trunks: “Wh…what ki…and he’s not even fighting…” - Cell not realizing Gohan was stronger than himself until he started taking punches. - SSJ1 Gohan possibly putting out more power while fighting than just while standing around at SSJ2 earlier. - Piccolo having to ask Goku if he could have defeated Fat Boo with Super Saiyan 3 if he wanted to. - Gohan-Boo, similarly to Cell, not realizing Vegetto was superior to him (more likely just denial). ...Off the top of my head. |
