Cell regenerated after the Final Flash, Regeneration requires expelling a decent amount of ki.

How much do you think that someone can increase their ki from their base in whatever form that their in?

For example, is Goku's 50% power his actual resting power in Super Saiyan, or is 50% pumped up from his resting power?

I've always considered 50% to be someone's resting state, while 100% is the highest point that they can increase to before needing to transform.

We always see monstrous power ups the first time around though. Vegeta for instance takes a while to go SSJ against 19 but before chasing Gero he does it instantly.

Either way, I do believe that 50% Goku is at least not the strongest power up to that point. I'm pretty sure Krillin has a statement regarding FP Goku that implies this although I forget exactly what.
Is it the one where he says he "figured" 100% Goku would outstrip everyone, implying 50% didn't?

50% Goku requires effort.
Isn't the whole point of Super Saiyan mastery to cut effort out of the equation? The 'effort' we saw was just Toriyama's way of emphasizing that "this new power is pretty big." It's just shock value imo.

I go with

50% MSSJ Goku > Perfect Cell [warming up + buff] > SSJG3 Future Trunks > Perfect Cell [warming up] = warm up MSSJ Goku > Super Vegeta

And some of those gaps range from significant to huge.

I disagree Kyouks, nowadays MSSJ to me is merely being able to suppress Ssj. 100% Goku is clearly in effected greatly by Ssj strain.

If that's all MSSJ is, then why is it such a big deal? What makes it so ingenious? All Goku accomplishes in this case is that he has a blond alternative to his base form. Moreover, isn't it rather odd that he can suppress his strength so easily when it's supposed to cause great strain on his body? Sorry, just can't buy that man.

Vegeta: “Are you an idiot?...You don’t seem to think things over…They’ve judged that state as the best! If they get used to that as a matter of habit, then even if they raise their battle power, the strain on their body is very small! [ ] They’ve thought this through…”

The nature of MSSJ is laid out pretty clearly, I don't see much room for argument.
