The buu saga showed us that despite Goku being dead for seven years, Vegeta still kept up with Goku and even achieved a new Super Saiyan form. Goku dying of the heart virus doesn't change anything as far as Vegeta is concerned. He still wanted to surpass where his rival got to regardless if he died or not. Now I will concede that without the looming threat of the Androids on his mind, his training would not have been as extreme and he would likely be somewhat weaker. However that doesn't remove his determination to surpass Goku and figure out how to be a Super Saiyan.

Cell arc Vegeta: Despite knowing Gohan's SSJ2 strength and knowing about Goku training at other world, Vegeta has a family with his son being strong at his age. Vegeta keeps training and reaching the SSJ2 level. Trunks arc Vegeta: Goku is death. Vegeta is new on Earth and had a different mind than later in the series. The present Vegeta had so much motivation and passion to surpass SSJ Goku, knowing that the Androids will appear, and yet he becomes SSJ with high difficult. You think the Future Vegeta had the same motivation as the present time? No way.

Where was it stated that he barely got the transformation in the Present?

But since he's not my favourite I'd pick a bunch of other names instead despite him being great in his own right.
