I don't think you get it, SSJ2. Yelling doesn't mean that you're always powering up, but it just so happens to be the case in this particular instance. It's impossible that Boo increased his strength gradually as the fight went on.

An inkling of hope about Post Base Gotenks is all that's needed to see that he's superior.

We’ve got the squirts’ Fusion! Goku said that right? That Fusion was the strongest…!” Dende: “…” Piccolo: “…That’d be nice, but…” Seems pretty clear to me, to be honest. The only reason he's hesitating to shoot Krillin down is because of his shock at Boo and his transformation.

Think about Gotenks' rings that he sent to Boo. Boo pretended to struggle with them, and then laughed about it.
