Nobody else needs to say it if it's stated and never denied.

And I don't think Goku complicates anything in the Boo arc, strength-wise.

Let's think of something for a moment. Both Goten and Trunks, being half Saiyans have more potential than their fathers. So obviously they have more potential to get stronger than their papas do. Now take Gotenks, a combination of these two characters we would believe have more potential than the two separate. Now take into account they spent about 15 or so days in the ROSAT, an incredibly harsh and foreboding environment which would have only helped their training anymore. Now finally add into the fact that Gotenks trained so hard that he actually skipped SSj2 and reached SSJ3.

Alright now keep that all in mind. Let's look back, Namek...1980 something. Piccolo has just arrived on Namek before fusing with Nail. Before during his fight with the Saiyans, he had a whoppin power of 3500. And that's only if you use the guidebooks number, trust me I myself have it below the 2,000 mark myself. He comes in after a week really and is now even stronger than 42,000 Nail. That's a good 12x increase there. now unlike Gotenks who was training his little butt off, Piccolo was implied to be doing....jack. No special training, no intense fighting, nothing. But its very well possible that Piccolo during an even shorter amount of time, with none of the training or environmental benefits or half Saiyan potential mumbo jumbo that Gotenks has, made an even greater increase in power than Gotenks did during his even longer and more brutal stay in the the ROSAT.

Why is it again such a sin for Gotenks to make such gains?

I mean use whatever numerical increases you want but the point is still there. Piccolo had no hope in pre-Gotenks despite seeing SSJ Gotenks. Its made very clear that Piccolo doesn't know Gotenks can still transform and freaks out even when the kids begin the fusion without transforming. But upon seeing the Base Douche himself, PIccolo has to express confidence.

Whether or not Gotenks can beat Boo because of Piccolo's lack of ki judgement or Boo's ki being a lie between resting and fighting is up to you all. But we've got to take Piccolo's remark with enough point that the guy's not an idiot. If Base Gotenks wasn't stronger, we would take to the point that Piccolo wouldn't be so stupid to make it seem lie he was stronger despite the fact that he was so adamant that Pre-Gotenks would've gotten his hind end whooped.

That's...that's horrible characterization and it makes PIccolo look like a total fool. "Hey you have no chance...hey you're still weaker but I think you have a chance now."
That's called a contradiction. Here's the thing, denying Piccolo's remark is a contradiction and bad debating. Remember the plot writes the story and we all know how AT does with writing.

But Gotenks making huge gains, isn't a contradiction. There's nothing in the manga saying Gotenks or anyone else can't make huge gains in a short amount of time...especially when we've seen this happened before.

''also to be of very crucial note, once gotenks had transformed buu didnt do anything he just looked at gotenks and said i remember u, i beat u to pieces then gotenks launches his assault in which super buu looks a bit serious and says can i have a turn now, it seems he still had his resting chi at the time, he had not time to react and didnt
cause why would super buu have his fighting ki when he already beat his opponent and was smiling at gotenks
so if gotenks was a 2 and buu was a 1 gotenks attacked the 1 to no avail, to which in turn piccolo says nevermind we have no hope which would bring gotenks back down no?
there is where he was over estimated not super buu cause he hadnt even done anything since the fusion
but super buu later on too ofc ''

@Brofist: Which is why when talking about Goten and Trunks in the ROSAT, I reference Gohan's Zeta Sword Training... he surpassed his Pre Zeta Sword SS self in Base and made him the strongest non fused Saiyan in less than a day, when before is was one of the three weakest.

Now let's look into this whole resting and fighting ki business because I do want to for a moment. I don't know if its been brought up already but there's two instances where we can see this.

The first is SSJ Goku vs No. 19. Upon transforming, No. 19 and No. 20 are confident they can take on Goku. From their readings, Goku's power isn't at a level No. 19 can't take. But the moment Goku' starts fighting, suddenly No. 19 is getting his fat clown *** handed to him on a silver platter. There was a huge different in Goku's initial ki and his fighting ki.

An even better example is Perfect Cell vs Vegeta. Cell's initial ki was at a level that No. 16 outright states that Vegeta holds the advantage in every way. Without making a single noticeable power up...Cell went from being "weaker in every way" to "tanking full powered kicks to the face." By essentially doing nothing.

It seems pretty clear that, yes there is a difference between a standing or resting ki and a fighting ki at any point people can literally go from being massively weaker to suddenly beating tail in less than a second without any noticeable power up on their part.

ur right we cant tell sometimes and sometimes we can
but lets be reasonable, super buu had no reason to fight seriously
he sees gotenks and says i already beat u up and smiles, and takes a few hits
then says can i have a turn,

super buu aint all that bright, he knows he already beat gotenks up once
he has no reason to try, hence why gotenks was overrated here
with his rays of light coming off of him acting all high and mighty

Wouldn't it be like had Gohan faced Cell before the Cell Games, got beat up, then trained with his Father, learns SS2 in the ROSAT, then pulls out SS2 at the Cell Games?

Well let's also note that, Boo has been rarin' for a fight for a while. He even goes up and knocks out Trunks the moment he comes in. This isn't like Boo's bored and is just relaxing, he obviously wants to fight and he's gotten himself ready for that even if he's not getting into any fighting positions. Boo has the ability to sense Ki now. Its quite possible Boo started out with a lower ki.

Once Gotenks formed and Boo felt that increase in power and saw the attack, he could easily prepare himself in a way to deal with it. Thus Boo's fighting ki or in this cae his prepared ki is now greater than was Piccolo was anticipating.

maybe but we wont know for sure
he may be able to read ki but if hes already stronger then gotenks he wouldnt have to change much if at all
but like i said he already beat him up once and doesnt even acknowledge that gotenks has gotten stronger
so he may not have gotten stronger himself or maybe he did and didnt say anything but that would be weird

what we do get is a smiling super buu that says i already beat ya up
and nothing about power, so imo its more likely he didnt change anything if hes going by what seems to be
there earlier encounter(the fight) and not actually ki

I don't have a problem with Evil Boo being rested... as a matter of fact, I think it makes the most sense.

As long as the implications are followed, there shouldn't be a problem.

I don't quite comprehend that way. Why not go with the implications, or not? Why do people go halfway with these things? That's the least supported way of doing it, yeah?
