Freeza was mocking Nail, so the former. In terms of a serious battle, I'd undoubtedly have to say Satan vs Kid Boo. Even if he wasn't at his peak power, Kid Boo was still somewhere in the billions, tens of billions, possible hundreds of billions depending on whose scale you're going on (there's a dime a dozen these days). I always felt that Videl would max at around 50-70 myself, but no matter what she's stronger than Satan. The latter may be, I don't know, 200 if you use the most liberal, generous PL scale ever made, and about 40 otherwise. Let's go with 40. 40 vs Tens of Billions. That's comparing a firecracker to a gamma ray burst.

What a great showing for such a strong, honorable, persistent, amazing, role model of a man. He really must've been strong if Boo thought it necessary to use full effort in that kick to take him out instead of leaving him conscious like he did for Gohan.
