 Mr Satan is underrated and overrated at the same time depending on who you ask imo. He might make it through the prelims, the only character there I can think had any real proof of beating him was that monk from Krillin's old training place. Since he was stronger than BoDB Krillin, and that Krillin... I thought I was going somewhere with this but upon thinking about it, BoDB Krillin doesn't have any feats.

He ain't beating any of the 8 finalists though.

 Satan can't even take a bullet. I think he'd be knocked out in the prelims.

Their were a bunch of high caliber guys that didn't ever or always make the tournament(Chaozu in the 23rd, Chap-O, Namu, Yajirobe, that huge Andre the Giant look alike from either the 22nd or 23rd, etc)

He's lucky that in addition to the Z guys not entering anymore, that the next tier of martial artists stopped entering, too
