Toriyama in his most recent interview translated by SaiyaJedi and Herms stated that Mr. Satan was really strong for an ordinary human, but he never stated if Mr. Satan actually broke the human barrier:

Quote:

How did Mr. Satan win the Tenkaichi Budokai when Goku & co. weren't around? He didn't cheat, did he...?

-No no, Mr. Satan really is strong. On an ordinary human level, that is. If a monstrously strong opponent turned up, he'd pretend he wasn't feeling well and sit out the match.

reference
that sentence doesnt say anything about the ordinary human barrier. when he Toriyama says "monstrously strong" he probably means DBZ-villain-strong.

mr. satan dodged kid buu's attack. it says something.
very high endurance, speed and strength can show he might have passed it.

*dbz characters are far stronger than before. every dbz fighter can stop a tank.
and after kami's training in sayian saga, their level jumped even higher.

Strong on a Human level is vague, and doesn't mean he surpassed the human barrier, And if memory serves wasn't Good Boo was restraining Kid Boo when it came to Mr.Satan...

Monstrously strong could also refer to only DB tier characters as well...Mr.Satan is a downright coward.

Satan isn't even the strongest of the ordinairy human world.

I don't even think Satan can take that fat blob who fought Krillin head on.

The 21st Budokai features too many super human feats, like Nam and Goku jumping...God knows how many feet into the air. Dragon Ball in general was just a lot "sillier" back then, which made all the characters insanely strong by real standards. Even Yamcha managed to hit Goku with enough force to sending him flying through large rocks. When DBZ comes around regular humans (read: Non-Z fighters/supporters) are more realistic, however Mr Satan is among the top of these realistic powers. He still holds the record for the strongest regular human punch, and in fact some people were getting as low as 69 (compared to Mr Satan's 139), that's less than half of Mr Satan's strength, and obviously if this person is entering the tournament he's going to be stronger than a regular human. In other words Mr Satan *2> Weaker Martial Artist > Regular Human

I want to add that that doesn't mean Mister Satan is twice as strong ki-wise as a weaker martial artist who is stronger than the regular human. That punching machine wasn't gauging ki.

It doesn't matter. Do you really expect any of those guys to be ki specialists?

if you talk about ki then you should know ki exists in every living thing, if they know it or not it doesnt matter.
its possible for freeza to have huge ki pool but never be told of its existence.

its true that majin buu had big effect on the attack but it doesnt change the fact the control was still under kid buu, and that means to dodge attack his attack, even a slow one, you have to have something in you.

*mr. satan is no coward, its just that there is a limit for what can be scary. he is willing to attack people with firearms with bare hands.
personally im not sure if i am willing to attack people with guns but im certain i would s*** my pants if i saw buu fights 5 meters away from me.
