The man was equal to Bruce Lee at most
He was significantly larger and had much greater feats than Bruce Lee.

I think of him as both a high caliber strongman and martial artist. He would be feared by real life standards for sure, but not in the Dragonball world.

Yet Word of God dictates that the champ had considerable power. Even if the competition was weak-sauce I think this statement gives him enough merit to go against the 21st BK fodders. Besides it's not like they did anything impressive either.

EDIT: Weren't the BK fodders ordinary humans too? Roshi makes distinct statements that have them around ordinary human level, like Pamput being frighteningly good on an ordinary human level, which implies that Pamput is too on an ordinary human level. He's simply just high tier on that level.

you are ignoring the fact this is chapters from mid 80s and satan is early-mid 90s and also different tone.

at the beginning of dragon ball it was kinda jokinly and gun jokes were thrown around. when she lunch shot them the gun was magically there and after shooting scene its gone. thats part of the joke.
but when officers held the guns it was dangerous and bulma shot goku on chapter 1 it was also not a joke but goku is no normal child. as a baby he fell and hit his head hard and just healed where normal humans should have died on the spot.

bullets were never a problem for him so a sniper shouldn't be as well.
if bulma used a sniper on chapter 1 before goku's travels, our main character would have to be bulma (or emperor pilaf)...

also the more Toriyama wrote, the more it serious(and 'magical') it got and when satan was first introduced the manga (and show) was already very serious. the world of DB changed .

There's no way to know they were scared off since we don't have any way to get the strength of the fighters that were in post 23rd. The 21st had a huge ape destroying the stadium and Roshi destroying the moon, just being scared isn't evidence by itself. Without evidence it'll default to the norm which is having way above human level fighters.

Toriyama in his most recent interview translated by SaiyaJedi and Herms stated that Mr. Satan was really strong for an ordinary human, but he never stated if Mr. Satan actually broke the human barrier:

I dunno about "scared off," but I believe the announcer did tell Goku that there were no talented fighters anymore.
