BOG pretty much shows potential or "Hidden Power" resets when Vegeta who had his hidden power brought beyond its limits still acquires a rage boost that pushes him above SSJ3 Goku and possibly Gohan and Gotenks. Seeing as how Gohan too had his "hidden power" brought above its limits it's not impossible it did reset. Of course BOG doesn't happen in the GT timeline but it shows both Akira Toriyama's mindset on the matter and GT shows Toei's mindset on the matter.

 Back in the day, everybody hated Pan. Nowadays, only a select few dislikes her intensely, which I think is good. Just wanted to get that off my chest.

As for topic here: Pan is already very strong at the End of Z, implied to be stronger than Base Goten and Trunks already at 5. I think the best explanation is already established by lazerbem. The other factor is that she is as strong as the show needs her to be, so in short; plot-device.

 She was able to knock Rildo on his a**, and Rildo is was able to put up a fight with base GT Goku, whom is anywhere from SSJ3 Goku(Z) to Buuhan+. Pan is very very strong, though, I do feel that Rildo was suppressed when she knocked Rildo down. Still though, impressive for a base 9 year old girl.

But how?
She just is.... I mean everyone seems to accept that Goten and Trunks are ungodly powerful for no real reason, so I don't see why Pan is such an anomaly, especially when she was born to Videl and Ultimate Gohan.

 This is how I've always seen the situations about Goten, Trunks and Pan.

1. Kakarrot and Vegeta had unlocked SS before Goten and Trunks was conceived, thus allowing them to achieve SS at such a young age and having so much control over it, and being in Gohan's tier at being so young... at equal to him, but in his tier.

2. Gohan was Ultimate when Pan was conceived , giving her to have an insanely high Base and allowing her not to rely on Super Saiyan.

But that's just me.

I know I already talked about this before, but it makes a lot more sense then saying Plot and I feel saying just that is too easy and isn't trying to find a reasonable explanation.
