And even if he did, I don't think Gotenks-Boo went out to kill him, or maybe he did. Maybe Tenshinhan did die, because the Earth was destroyed later and then revived along with the humans.

There is actually a very good chance that Tien died after that kick.

He could probably be talking about First Form or Second Form. No one else besides The people on Namek and those at his birth witnessed anything higher than second form Freeza.
