He was using 70% while goku was using 80%. How did toriyama come up with goku being a 6 and beerus being a 10?

Neither of them were going all-out at first, with Goku hanging around 80% and Beerus using something even less than that. Then they both started trying harder, and even after Goku lost the god form and started using Super Saiyan instead, he apparently managed to push Beerus to use 70%.

Going canonically, for what GT's concerned anyway, wouldn't one assume Baby Vegeta is stronger than SSJ3 Vegetto, since Goku says he has the 'strongest ki he has even sensed' ?
