This is Beerus suppressed against the Z fighters though., all we know is that he is stronger than Ultimate Gohan by a lot. Before fighting them, Goku said Fusion won't likely help (Dance or Potara) so SSJ3 of Vegito or Gogeta won't work and they both surpasses Gohan's power.

Mine says that he is only referring to fusion dance, because he stated in the manga that he would never permanently fuse again.

That's fine, but they still had Buu, and Goku made that comment before Buu was spontaneously spat out by Kid Buu.
