Take M10 for an example, first they have Base Gohan ~ SSJ Broly and then they have LSSJ Broly >> SSJ2 Gohan. Either that or the villains are just suppressed when they fight Base Saiyans.

The Base Saiyans are fighting on par with the androids and then suddenly they're barely fighting on par as Super Saiyans. You could argue the androids changed their level of power output to adapt to the transformation, but I don't think we see anything like that in the movie.

(Haven't seen it in quite while). Nah, he was standing still the whole time. He literally didn't change position from when he beat SSJ Vegeta, to when Base Vegeta knocked him around a bit.

I think that's why I sucked so bad when I first arrived here. I was misguided by them as well. I see now that it takes a lot more for the Z-Fighters and villains to fight against each other.

It's partially stated and heavily implied that the Supercomputer running the operations was basically doing something similar that the Gete Star did for Cooler. It was enhancing the cyborgs as it analyzed the fights with the base Saiyans and essentially just kept getting stronger and stronger. Once Goku went Genki Dama, the Supercomputer could no longer keep up with the power influx and 13 got experoadiated...destroyed. Now as far as Base Vegeta budging 13 and what not...can't say much on that. Edited by EMIYA, May 27 2014, 07:12 PM.

Google Chrome	To be fair, Base Vegeta budging 13 is hardly anything special. He moved his head 5 inches, it still did nothing to him As for Piccolo, that's just a matter of physics. All Piccolo did was pickup 13, his power won't change his weight. The instant 13 realized it, he bashed his face into the ground
