Freeza without a doubt, he was above, above and waaaay beyond the strongest Z-Fighter at the time, Goku at his introduction:
1st Form: 530'000
Goku: 90'000
And no matter how you do Freeza's Power Scaling, that's still no where near his Full Power.

If 17&18 were not merciful enough to only go after Goku, all the Zfighters would have died right there out side Dr Geros lab on the mountain pass.
Giving the knowledge they had at the time they had no way of stopping them.

Majin Buu.

Demon that seemingly destroys/defeats/crushes every fighter aka Super Saiyans in Buu Arc. Majin Vegeta, SS2 Gohan, Gotenks, Ultimate Gohan.

Made Goku & Vegeta look like jokes. Kid Buu especially.

Frieza. He could literally wipe out all z-senshi at the very begining of the Namek Saga if he would want to do this. His best warriors made look like a joke and at the same time they were joke for him. Without Goku, the strongest warrior at that time was Nail with 42 000. It it barely enough to take one or two Ginyu's and nothing in comparison to not only Frieza but also Ginyu.

I think i will go with Frieza here. He was always so much more powerfull than everyone else that it was very interesting to watch the Z fighters how they are gonna beat him. Even when the Frieza Saga started, Vegeta was comparable to Frieza, then Frieza transformed and everyone was weak until Piccolo arrived and gave him an equal fight, then he transformed AGAIN and beat up Piccolo, and finally he's Final form, that was a beast.

Not only did Final Form Frieza stomped Piccolo, and the previously extremely powerfull Vegeta, but he was also so strong that he matched a Zenkai Hoku while using a small fraction if he's power, and he beat up the main protagonist while using 50% of he's power! and I mean he stomped the heck out of him no matter what Goku tryied , Kamehamahe, Kaioken, heck even spirit bomb failed to defeat the dude! That was by far one of the most hopeless times in DBZ series IMO a villain who could finish off everyone in seconds if he wanted to.

Wouldn't Buu be the strongest villain out of all the other ones? Every new villain kept getting stronger than the previous one so that would make Buu the most challenging fighter. That's just how I see it

Remember that our heroes get stronger too :) I do admit that Boo would be the biggest challenge based on the huge powerscaling in the series and the fact that Goku made it very difficult for everybody a few times.

Cell came closer to destroying the universe than most other villains in DBZ. With the strongest being on the Z fighters team crippled, along with two other Z fighters crippled, and with Cell now prepping a Kamehameha against the Z fighters who were peas compared to them, Cell was pretty much unable to be killed at that point...especially considering he survived his own explosion. But, they managed to do it, but only because Cell was distracted.

I say Cell, as it felt like at the end, he was unstoppable compared to them, but they managed to win.

EDIT: The same can be said for Frieza, doe. He was hard to overcome, as well.

I don't think so. I know Goku was whipping his a*** pretty bad, but he was stalling for the kids.

If SSJ3 Goku > Fat Boo, why didn't he end it then and there?
Because he specifically stated he didn't want to meddle in the Earth's affairs.... Anyway, yeah, probably Freeza. Freeza was so dangerous people had to run and hide for the majority of the arc, and he was always playing the I'm not really left handed role. The fact is, it required an unbelievable 33x Zenkai and a 50 times boost from SSJ to beat Freeza. If we compare Freeza's maximum of 120,000,000 to Vegeta's maximum of 18,000 in the last arc, that's a huuuuuuuuge jump in power. A 6,666 times difference to be exact. I don't know if people think Buuhan is 6,666 times stronger than Super Perfect Cell, but I sure don't.

I think Freeza. That was a time where they didn't have too many options except fighting their way through to the very end. They were able to comfortably improvise more with all the later villains.

Freeza for sure. He started out ridiculously more powerful than them and then he transformed , powered up twice, transformed twice with his power only being a puny percentage of his actual ability. At his initial power he was already like a god in his true form to the likes of Piccolo. Freeza is without a doubt the most ridiculous enemy ever faced. He seemed to have never ending power and it took ridiculous hax zenakis and a legendary form to beat him. Even then, he was still a match for Goku. Insane.

IMO, it was Saiyan Saga Vegeta.

The Z-Fighters were already struggling with Nappa and here's some short dude who's apparently even more stronger than the guy that's owning them hard.
