I'm of the opinion that Jackie could have won, even if he had slightly less power. Tenshinhan saying he wasn't fighting seriously meant he wasn't using techniques like solar flare, which Jackie Chun promptly shrugged off afterwards (the leg to the neck I mean).
Goku and Tien were never stated to be fighting as well against each other at the start as when they were fighting Krillin and Roshi respectively. I think them going to full power wasn't because they'd never used it before.

Honestly I have Goku≥ Tien. Just slightly better seeing that goku was going to win if Tien didn't have an ass-heap of luck on his side...seriously an van makes Goku lose? (pretty funny though).

As for the topic I'd place Master Roshi around 95-98% of Tien, Krillin at 90-92% of Tien and Yamcha at 85% of Tien.

Why? Though Master admitted that Tien would win it was implied that Tien would have to work for the win. The fight was cut short but Tien had the slight advantage. So I'd place Roshi around his and Goku's level biut with a decent sized gap.

Goku promised to go all out against Krillin and I believed that he did go all out at the end. IIRC Tien had a hard seeing Goku move so Goku had to be serious. Not to mention that Goku used the KKH in that fight, a technique everyone later said is a sign of Goku going all out/getting serious. Since Krillin is defeated easily there's a moderate gap between him and Tien/Goku. They need to actually try in order to match his level but at full power they stomp.

Yamacha was taken pretty easily. No comment here.
