I'm looking for a percentage comparison with FP Goku and Tenshinhan.

Nah, more like 60-65%.

Goku (BL): 10
Tenshinhan 9-9,5
Goku (ML): 7
Krillin: 5
Jackie: 6

ML = Match Level
BL = Battle Level

That sounds more like Krillen/Yamcha territory. Chun was giving Tenshinhan a hard time, and he still had some left in his reserves.

Didn't he "Bulk up" or something to fight Tien?

Around 75-80% or so is my best guess. Tien pegs him as stronger than his master and seems a bit shocked.

Chun was speculated to have powers left. Tenshinhan was definitely not fighting out his full potential.

Didn't Toriyama state Tenshinhan and Goku to be equals?

Full match power Goku stomped Krillen, whereas Chun was giving Tenshinhan some problems.

Then they are equal, but Tenshinhan was not fighting seriously against Jackie Chun.

Chapter: 124, P2.1-2
Tenshinhan: “Alright, I’ll fight you seriously just a little bit…!”
Kame-sennin: “Wha!? Are you saying you weren’t [fighting] seriously before?”

I was reading through my debate with Alex and I stated that Ten and Goku were only using half power at some point. I can't find evidence of this anywhere, so this is why I'm asking this.

And yes, Jackie was still holding back. Ten was too, but it was made clear that he had more power. I can definitely see Jackie having 75% of his power though, based on how even their fight was. Tenshinhan was downright surprised when Roshi quit on the match as well.

Not sure what to make of this. If Tenshinhan and Roshi was so evenly matched, why does Roshi say this:

Chapter: 125, P6.6
Context: Speaking to Tenshinhan.
Kame-sennin: “One thing might be just as you said though…I might really have lost even if we had continued fighting like that.”

Connected with the quote I provided earlier in the thread, one can think one of two things:

a) Roshi thought Tenshinhan was holding back, but not much.
b) Roshi think Tenshinhan would've out-endured him.

Regardless, Tenshinhan was holding back much more than Roshi thought.

It's true, but you also need to consider the following:

1) Roshi was content with how his pupils had developed, so he was ready to call it quits.

2) He also said that he might've lost, there is no real confirmation there.

So to expand, I don't think Roshi quitting means he must be extremely far behind, he was just ready to retire, and move on.

How he quit, in the end, is irrelevant though. I never claimed he quit because he felt he was inferior :)

Anyway, I am willing to put Roshi at 70% of Goku and Tenshinhan :)

Almost 87% of full power of Goku , and over 90% of Tenshinhan , there is a chapter called equivalent capacity, that encompasses the clash of Jackie Chun vs Ten , then the two fighters must possess similar power.

The resident GT fan!

I believe Tien was using half he's power on Jackie Chun, but Jackie was not all serious himself, so I think he is on 70% of Tien's and Goku's full power.

Chiautzu saw Tien also fighting at a level he never saw before. I think there is a significant gap between him and them.
