I don't have the manga, but I remember in the anime (English Dub) Elder Kaioshin talked about how doing the ritual on Goku was pointless because of Gohan's FAR more larger potential or latent power or whatever ya call it. Is such a line spoken in the manga?

He just says he has great potential I think, he never states Goku's weaker. And only does so after remembering Gohan was the one to free him.

He says that no one else can do it, so I guess Goku never bothered to ask about himself. Not that Goku would, of course.

I don't remember any line like that. But even if he is weaker wouldn't it be beneficial to do the ritual anyways? He would probably gain some power but even if he didn't gain any wouldn't it basically give him access to SSJ3 without the need to transform? Then he wouldn't have any stamina issues and could fight at full power for longer.

The only issue I see with this is time. If Goku's ritual took as long as Gohan's did then he probably would've been too late to fight Buu.

This is never mentioned in the manga.
He simply offers Gohan this service, probably because he thought Goku was an a**hole for hitting him in the face with a small ki blast. He really didn't think too highly of Goku after that.
