Roshi trained afterwards and got a bit stronger, plus he can increase his strength in general like he did against Tien. As for Tao fighting him pre 22nd tourney, I think Roshi would put up much more of a fight than General Blue. Edited by POOHEAD189, May 17 2014, 03:01 AM.

Also Master Roshi has a lot more skill than General Blue.

Roshi is stronger than Blue , but he wouldn't stand a chance against Tao , perhaps not touching him evidenced by Goku's fight who was rough equal to Jackie or stronger (a theory of Goku getting a zenkai post Muscle tower is debatable).
