Because everyone knows that Super Buu is stronger than Kid Buu. As for Gray Buu, he has to be weaker than Kid Buu if Kid Buu himself was stronger than Fat Buu whom Evil Buu is comprised of.

That's actually something that I didn't really consider. Vegeta seems to make no hesitations about claiming that him and Goku were stronger than SSj2 Gohan (TB Arc), and that Gohan was noticeably stronger as a kid. This pretty much suggests that Cell Era Gohan's SSj2 did not have what we would refer to as an "initial SSj2 power", and that he was actually considerably stronger. However, if I remember correctly, something worth mentioning is that Vegeta said that Goku was stronger than Gohan, but never specified if he was stronger than Cell Games Gohan. For all we know, SSj2 Goku and Cell Games SSj2 Gohan could actually be the same power. It is stated that Goku surpasses Gohan tho

(feels awkward for having the Base Kids on Semi-Cell level) @SSJ I don't think theirs any big contradictions their though. Everything can still work out nicely.
