If 2 people fuse in their normal forms but have some more power like a transformation (Saiyan - Super-Saiyan), does that affect their fusion power?

I always assumed it did for some reason.

Are you asking if a person has reserves of potential, would fusion be superior? If so, I don't think so. I'm pretty cut and dry in my opinions on fusion. Standard multipliers are what I abide by.

yes, like if goten & trunks fuse in base does the fact that they have super-saiyan have any effect on the fusion

I think it just means that the fusion itself gets the same ability.
e.g. Trunks and Goten can both turn SSJ, thus Gotenks also gets the ability.

Then again, Gotenks could turn SSJ3 as well. I don't exactly know how it works, but I don't think a fusion would get stronger if one of the fusees had the same power but a bigger potential.

I think even extends beyond that. Goten and Trunks cannot go SSJ2 or 3, but Gotenks can.

In my opinion; No. A fusion character is a being born at the moment of the completion of a successful fusion ritual [be that dancing or putting on earrings] with the combined knowledge of the two participants. For the fusion dance especially, all that should matter is the state they are in at the moment of fusion... not the potential they hold, or have suppressed.

Is the fusion stronger if the individual's fuse as super saiyans or fuse in base form and the fusion turns ssj? Or would they be the same? Slightly off topic I know sorry

I would say it'd be the same but if they transform from base into super-saiyans when they are fused it shows how talented or powerful they are because that's not supposed to happen normally.

If you believe it matters, then ask yourself why Goten and Trunks would ever fuse in base considering that fusing as SSJs would be so much more effective.

To that I would say: If they're transformed pre-fusion... I do not believe the fusion character could revert or transform beyond that point... while a base character obviously can.
