I didn't watch the movie, but from what I do recall hearing about it, I'm pretty sure it was mentioned prior to Beerus and Whis ever meeting him, so there's no reason to doubt it. In which case he made the assumption based on looks which holds even less weight.

This of course is only a theory.

No, I got that. If you were trying to be pushy, I think I would've figured it out pretty quick. And I agree with your point. As far as we know, Beerus is not all-seeing, therefore it's not really a fair assessment to assume that he actually knows Goku's power without Super Saiyan at the time that he made that comment. This will be debated until the end of time (Or unless we keep getting tidbits from AT and he brings this up, even then though...) Either way if you're for the Base Saiyans > Piccolo or for Piccolo > Base Saiyans, it really doesn't matter in the end because Piccolo never fights in the Buu Arc and the Base Saiyans never really do anything either. Vegeta kills Pui Pui who is trash, Goku fights Yakon for a short bit before transforming to finish him , and Vegeta fights Kid Buu in base just to buy some time. So yeah, it really doesn't matter who you believe to be stronger.

Piccolo got thrown out with the trash and became fodder. In the long term I don't really care either way at this point. so, Goku is 1st. then Vegeta and then Gohan. Piccolo becomes weakest of the list. Are you counting Ultimate Gohan as base, or Gohan in base before he got his power unlocked? Because Ultimate Gohan>(many more)> Buu Arc base Gokuand other saiyans in base form. I meant Gohan from babaidi saga of course.

But then again, he didn't protest when he found out, so... With the powerscaling however, it makes absolutely no sense for Base Saiyans to be above Piccolo, but whatever... it's plot.
