#17 because he had one of the best one-on-one fights in DBZ.

 I would say Android 16. He wanted to kill Goku, but he cared for nature, and helped him.

Also he's pretty stong as well.

Man what you said! She's beyond hot my guy, she's Hotter than a million sun times another batch lol. And her attitude... Boy I tell ya. She would make a fantastic wife though:

"Honey, I just got robbed!", I cried to my wife, #18, over the phone. A few minutes later #18 has the robber beat to death and she picks me up and carries me to the house and things gets funky, if you know what I mean ;)

 #16 by far. Ironically, he is the DBZ character that is most human. He gave his life to help Gohan become SSJ2, and unlike everyone else, the Dragonballs can never wish him back. He is not even in Otherworld. He's gone forever without any consciousness

TBH, I have #16 coming back to life with the wish to restore everyone who was killed by Cell in my fanfic series.

My theory is that 16 still existed and would have a place of sorts in the Otherworld. Of course, that would mean he had to be wished back to life twice with his second death coming at the hands of Super Buu's Human Extinction Attack or Kid Buu's Death Ball and being wished back in the wish to revive everyone who was killed by Buu afterwards.

This theory was also used in an old DBZ game, not sure which one.

 Cell went to other world and he was an android in a way.
Heck, #18 had a baby, androids are more human than you think.
Also #19 was seen escaping hell in GT and Gero was in hell in GT (<This isn't canon though)

I think #16 should be in otherworld tbh
