For most of the series Gohan has never been anywhere near Goku's level, so now when Goku's power isn't that far off his own (again this is hypothetical - I have Gohan stronger) it would feel like Goku is holding back, because Goku isn't leagues above him like he always is. Just because someone doesn't meet your idolized expectations of them, doesn't necessarily make you better than them in that area. There are many arguments of Gohan being stronger than Goku, but that really is one of the weaker ones.

Gohan wasn't trying against Cell; at that moment he didn't want to fight because as he clearly stated, it was pointless and he DOES NOT enjoy fighting like his father.

There are more clues and evidence supporting Gohan's superiority than Goku's so...yeah.

He powered up but that doesn't mean he was giving it his all. Gohan's too peaceful to fight anyone (barring his SSJ2 and Mystic self) and he was pretty much gonna die without fighting had it not been for Cell attacking his friends and dad.
