Many do have him higher or lower, I just like the number. In terms of feats, I can't think of any feats or statements that show Krillin to be stronger than Goku was on Namek.

I personally don't have any of them them over Goku when he fights Freeza on Namek (before he goes Super Saiyan). The official PL number found in the Daizenshuu (DB encyclopedia) is 3,000,000. However, I allow some lee-way with that. 5,000,000 maybe by the Boo Saga.
	The vengeance is her's for as long as she stands by Him.

All we actually have though is that Krillin gave up fighting post-Cell Games. That aside; Krillin, the strongest Human by the end of the series, reaches his peak in the Android Arc. Nothing implies that Krillin overtook the Base Saiyans during this arc. So, unless you have Base Gohan > 100% Freeza, it's not logical to have Krillin superior to Freeza... ever.

Had it not been for Gohan's Zeta boost and his Mystic boost, Goten would have left him in the dust (had he kept training of course).
