Videl's not a Saiyan, and Saiyans have natural advantages. The Daizenshuu #7 entry that lists Goku's PL of 10 even notes how, in addition to his power level, his body is much tougher.

Just saiyan. The only time I can remember this ever happening was when they were going to fight the Androids (19 and 20). He tells Gohan to slow down and not burn himself out before he gets there. However, we also need to consider that Goku wasn't feeling good and didn't want to burn himself out before they got there. Goku doesn't use flight during his fight with Freeza because he's better on the ground while Freeza has an advantage in the air. It doesn't have much to do with him wanting to conserve ki. It also happens when he gets back from Kaio-sama's place to fight Nappa and Vegeta. He uses the nimbus. Regardless, the first time Goku uses flight is during his fight with Majunior in the 23rd TB, and before this there is no question about flight from his side, only ki use (which he was very proficient at from around 21st TB)

Videl beats everyone from DB for sure and is just as strong as the kids. spopovich became majin and way stronger. he didnt even flinched.

Still, I find it pretty hard to believe that Videl could outclass BoDB Goku in strength. At best, she can rival him maybe even though Goku completely outclasses her in durability.
