I personally believe Vegeta is equal to Goku in EOZ, there's no proof he isn't, and not much proof he is, so Goku is not definently stronger than Vegeta.

I think goku comes up with a better tactics in the battle. but if you talk about who is smarter and comes up with better plans then vegeta is better hands down.
