 I say Mojo Jojo. Did Princess Morbucks that beat Buttercup in the episode where she gets the Powerpuff Girls' super powers? If so, then that's not normal Princess Morbucks, which is who I think you're referring to. Mojo Jojo, if you give him prep, or let him use his past technology, can use a robot, or some type of electronic suit, can resist Bacterian's stench, and can use lasers as well.

So, he would probably win.

Then it's a mismatch. Without that, he's just a very intelligent monkey. Not much he can do. You might as well just take him out of the fight then.
