How do you think Genki works in regard to the Genki Dama? It's quite clear that Ultimate Gohan is waaaaaaay stronger than Kid Buu, so naturally even a fraction of his Genki would greatly surpass Buu's power level, if Genki is dependent on the power level. My question is how do you explain the Super Genki Dama being around Kid Buu's power level with a character like Ultimate Gohan fueling the attack?

"Gentlemen, you can't fight in here! This is the war room!"

The Genki Dama isn't dependent on the donator's Power Level.
Ki is composited from three different components (Genki, Yuuki, and some other "ki"), and the Genki Dama only takes the Genki portion. There's also no way to tell if these three ki types that make up "ki" are in equal portions.

Battle power itself is not always indicant of ki level, but concentration as well. This is the reason why Gohan's genki didn't massively overpower the Genki Dama. You can only send someone the raw energy, in this case, the concentration (or power level) of it wouldn't make a difference.

It's the same thing with Gero's absorption technique. He can only convert raw ki into a force, so if he absorbs a concentrated or focused ki blast that has a battle power of 10,000,000, that doesn't mean that Gero gains 10,000,000 PL points. Since the concentration makes the blast stronger, Gero only gains (example) 3,000,000 PL points because that's the level of the raw ki that he receives.

I'm going to go ahead and bump this. Assassin's response is nice, but more input would be appreciated.
