For example:

We all know that with equal power levels, saiyans>humans. So if both a saiyan and human have a power level of 10,000, the saiyan is more powerful. So what I'm asking is, how much higher does the human have to raise his/her power level to beat the saiyan?

At equal power levels humans and Saiyans are both the same, or at least we have no reason to believe otherwise. Of course that's a very general statement, other factors come into it such as physical strength and speed, but there's no natural advantage one has known to have over the other.

What about goku taking a point blank bullet like a rubber band and throwing a car?

Physical strength for the car. As for the bullets, Bora, and even Krillin in his initial appearance, all took bullets with little to no damage.

I should also note that in Toriyama's mind, Goku wasn't a Saiyan when those happened, he was just a human. So in his mind, a human was capable of performing those feats and Goku being a Saiyan had nothing to do with it.

The part about AT is true but

1. I don't remember krillin easily taking bullets.

2. Saiyans come from a planet that has 10x earths gravity so it's natural for them to he stronger than humans

Sayians have better genetic durability than humans.

Freeza's race > Cell (whatever he is) > Saiyans > Humans (including androids)

Also equal pl doesn't equal speed/strength/durability. We know this from the Ginyu fighters.

Power levels and ki levels are not the same, even though they usually go hand-in-hand. This is the reason why people who rely on scouters get so confused when reading fighters from Earth. Scouters are designed to measure ki by detecting its concentration and strength, but the issue is that if the ki is focused tightly into attacks, the measurement aspect is completely nullified.

You can have a lot of ki without being that strong physically, and you can not have that much ki, but have a substantially higher power level than someone at an equal level if you know how to manipulate that ki effectively.

For example, Tenshinhan and Goku were roughly the same ki level at the 22nd Tenkaichi Budokai, but if you put Goku's Kamehameha directly against Tenshinhan's Kikoho, the Kamehameha wouldn't stand a chance.
The kikoho is simply most of the body's ki focused into a tight area, this is why the attack is so strong and why it could potentially kill Tenshinhan whenever he uses it. Goku's not capable of this type of attack at this time because he's not trained with ki in that way.

Also we need to consider that Goku tanking a bullet and throwing a car were both feats when the series was a gag series. All feats at this time were supposed to be for entertainment, and not supposed to be taken literally. Goku also hit Yamcha so hard that he broke the manga panel and he brought Master Carrot and his minions to the moon when Goku clearly can't breathe in space (as we find out later).
