Honestly, I could go either way and say 1 is stronger than the other, but realistically, who is superior? We have this statement from the directors cut of Battle of Gods:
Quote:

Goku: "Really incredible...That a guy like him exists..."
Kaio: "I kept warning you but you didn't listen! You should be glad you weren't killed."
Goku: "To stand a chance against him, I'd have to fuse with Vegeta. No, even then I don't think I could win."

and we have Goku stating this:
Quote:

Goku: "Yeah, for a realm like this to exist...."

Contextually speaking, Goku would logically be referring to the fusion dance, but then this is Toei whom don't really care about context. Fusion to them could easily be a generalization. Then we have Goku claiming that he's surprised that such a realm could exist. This, to me, sounds like Goku's surprised that a power like this could exist. I pose this question unto you all. Who do you think is superior?

Actually it would be ridiculous to assume Goku meant Gogeta. Which would be more logical:
1. A fusion he's never even tried and doesn't know the power of.
2. One he's actually used and is aware of its power.
The second quote makes it clear. He obviously know SSJ3 Vegito could exist, yet he says SSJG is beyond what he thought was possible.

Well AT as made some mistakes before I put SSJ3 vegito above bill its like
Goku SSJG 8.1
Bills 13.33
Whis 26
Vegito SSJ 3
Vegito SSJ2 6
Vegito SSJ3 24

Just my opinon if any one else could prove me wrong I would be glad to look at what you have to say

Goku has suggested fusion on several occasions to Vegeta in the manga so referring to the fusion dance is a perfectly reasonable response to all this. The question is what Toei was going for?

actually i'm pretty sure goku had a good gauge of gogeta's power, seeing how he was sure it would be enough to beat evil buu and he was also sure gotenks would be superior to fat buu - so he probably has a good gauge of fusion dance in general. also goku seemed to be somewhat unsure if a fusion would be enough to take out beerus or not (however this was beerus @ ssj3 goku).

but yeah, logically he would have had an accurate estimate of hypothetical ssj3 vegetto's power and he was still surprised such a realm existed.

Why the heck would he be referring just gogeta? He's used potara before. He knows it's power, yet he still didn't think power like beerus would even exist. Then again, he can't sense beerus, so he doesn't exactly know how strong he is. Base vegito, could've done the same thing beerus did to ssj3 goku

Why would Goku flat out state that Fusion (in general just for an example) will likely do know good? He knew that SSJ Gotenks pre would be good enough for Majin Buu, knew Gogeta likely at SSJ3 (I think SSJ would be more than enough) could best Super Buu, and after having a better understanding of Vegito's SSJ power; knew that, as Vegito, he could have easily one-shotted Kid Buu.

How can Goku just simply put the Fusion Dance alone into consideration after having points that suggest he knew both versions power?

Birusu is stronger than SSJ3 Vegito.
