If he can not or is not allowed to use it, he will most likely lose. It depends on how powerful Silver Surfer's reality warping is too though. That could also decide who wins.

Lol, Silver Surfer travels FTL with he's board, if that is allowed then Wiss uses he's staff which is also MFTL he travelled the universe in minutes, Combat speed wise Whis clearly has the advantage here as well, and Destructive Capacity.
