He was not sure. He questioned Goku about their chances, and after he defated Android 20 he was still not sure if he is so strong or androids are so weak. They are closer than you think.

Here's my take on it...

Sick Goku showed skills that was superior to that of Yardrat Goku and SSJ Trunks from the Trunks Saga. Piccolo himself is unsure if Goku is in a different dimension, most likely comparing Goku to himself. This implies that Piccolo is really close to Sick Goku in power and makes him superior to the Super Saiyans showcased in Trunks Saga.

Piccolo: “It’s not that. As a Super Saiyan, Goku’s power should be more stupendous than this…”
Note: Several people thought this quote was contradictory, due to how Piccolo says Goku is using almost his full power but should have much better power than that. To me though it seems pretty straightforward: Goku is using almost all the power he has in his current sick condition, but Piccolo realizes Goku's full power should be much more than that.

Just saying Piccolo's not comparing himself to Goku. The two passages are one in the same.

 What the others are saying above me, Piccolo at this point of time makes any SSJ shown before the #19 fight look like fodder.
