Wrestling canon would have Superstars as being near superhuman, and Cena isn't far off from really being superhuman considering how quickly he recovered from a broken back. Kayfabe can be included as well. Cena's able to bench 500 pounds from what I hear.

Hercule is one of the strongest non-ki users in DBZ and legitimately so. He won a ton of the Budokais and it wasn't by cheating. If he can keep Cena from grabbing him, he might win. In Kayfabe? I'm suspecting Cena takes it easy.

I'm pretty sure he's able to take on several guys at once during promos and is able to spontaneously get up after a major beat down. I might be missing more though.

Hercule only won 1 Budokai legitimately, that was the 24th Budokai For the battle, that feat of Cena benching 500 bls. Is pretty impressive, so he might win.

Cena can be beat down by multiple opponents and then next week he can take the same beating a do a little better in till he wins. The Nexus did 7 on 1 attacks and Cena kept coming back till he won. Also in Kayfabe Cena can take punishment is gets stronger the longer a fight is going on.

Cena is able to match strength with the worlds strongest man Mark henry who pulled 2 semi trucks breaking a world record. 2. Able to fight Big Show, a man that can KO anyone with a single punch. Big Show also pushed a jeep over on smackdown. 3. Bobby Lashley who is a trained solider also pushed over a car once and Cena was able to match him in strength. 4. Picked up Big Show who is 500lbs plus another 240-250lbs man at the same time for the AA his finishing move. 5. Fought and defeated Brock Lesnar in a extreme rules match. Personally the Brock Lesnar feat I think is enough for Cena to win here plus the fact as I said before Cena in Kayfabe is a lot like a saiyan. He gets stronger the longer a fight goes on and if he is left defeated he comes back stronger than before. But yeah I think Brock would destroy Hercule.
