He probably lost some power from the CG arc to the Buu arc but not an overwhelming amount. I'd say Buu arc Yamcha is stronger than 3rd Form Frieza so he stomps everyone in the Ginyu Force blindfolded and not even paying a lot of attention to the fight.

While Yamcha does probably get somewhat weaker than his Cell Games self during the Buu saga, there's no way he gets weaker than his post-Revival self.
