Where does it imply that? In any case, the manga doesn't support that notion at all. Yeast Kaioshin was a useless fool weaker than either the Base Saiyans or Piccolo, or both.

He cowered behind the others, screamed a lot and told everyone that Pui Pui was an incredible fighter, Yakon couldn't be beaten unless they teamed up together and god forbid if Dabura comes out. He shows constant surprise over the Base Saiyans, much more the Super Saiyans. His entire ordeal with stopping SSJ2 Gohan is the equivalent of an arm wrestling match where one person is kicking the crap out of the other and is near about to win when I suddenly come up to the guy about to win, sucker punch him in the face and the other guy pulls off the victory and claiming that guy was stronger. Boo is toying with Kaioshin the entire time, much like how he screws with everyone else. Kaioshin wouldn't even get passed Base Gohan in a fight. Quote: Excuse me, but wasn't it Elder Kai who said that an eager Kibito Kai shouldn't go fight Pure Boo? That was Gotenks Boo. Which makes it all the more surprising because if Kibito Kai is weaker than SSJ2 Vegeta, then even if the power was going to his head a bit, it seems remarkable that it went to his head so much he though he could take on Gotenks Boo of all people. How is that an equivalent?Chaotzu couldn't stop Nappa when he was over 6x weaker, Kaioshin could do that to SSJ2 Gohan.so therefore, he is not over 6x weaker than SSJ2 Gohan. Like you said, Boo was toying with everyone, so how does that change anywhing?His feats hint at him being close to SSJ2 Gohan or at least distantly rivaling him. Gohan was preparing to fight Spopvitch and Yamu who suddenly jumped him, right when Kaioshin caught him off guard and at the very moment he did, Gohan was attacked. Gohan didn't even have time to register what happened before they started gang r**ing him. Of course he's surprised, because they're beyond him. If Kiaoshin is at SSj2 Gohan, why doesn't Kaioshin...I don't know... Curbstomp everyone beyond Boo? Why does Kaioshin explicitly state... Quote: Chapter: 450 (DBZ 256), P7.2-5 Context: after Yakon slashes Goku Gohan: “Oh! He’s huge, but quick!” Kaioshin: “Let’s fight together!” Gohan: “Nah, I think father will be perfectly fine on his own.” Kaioshin: “…” Damn, Yakon's good. I mean we though Boo was dangerous but this guy, I think we know who the real threat of this arc was.

Kaioshin wondered, whether the paralyzation will work or not on SSJ2 Gohan, even when he was planning to catch him off-guard with it, so it doesn't matter, whether he was off-guard or not. He had no clue about the henchmen's power.All he knew was that they are Babidi's warriors, which gave them reputation of being just the lower tier than Dabra.
