Google Chrome	Zarbon should have more experience, Ginyu more skill. Zarbon will have more experience, since he fights people near his level. Ginyu will have more skill since he trains I say Zarbon wins if only because Ginyu is too cocky. It'll be close though 6/10 for Zarbon

Nothing about Zarbon's past is known, so how do you know he fights people near his level? The fact that he and Dodoria were absolutely shocked and scared when Vegeta fought Cui proves otherwise. In fact I would see it the other way around. The Ginyu Force are used in scenarios where Freeza feels he needs insurance, in the way of power. So when the Ginyu's are sent in, they are battling people that would be closer to their level. Zarbon could just sit with Freeza on their home planet for all we know. Ginyu will have barely met any challenges, judging by how clumsy Recoome was. As for Zarbon being shocked, he actually looked less scared than Ginyu against Goku. Zarbon also did passably well against Vegeta(Zenkai). Granted, it was in Monster Form, but his skill couldn't have changed much. Even after having his ki dropped, he was able to hold his own briefly. Still, he only wins barely

The problem is that besides Ginyu Force, Frieza man are trashes in terms of real skill. Cui shows zero skill, Dodoria is a fat bubble gum who is able to fight only with oponents lot weaker than him and still sometimes he is not able to kill them with his most powerfull technique (bardock) and Zarbon? He was not able to put a fight against Vegeta.
