It's based off the what if Scenario from Budokai 1. My question is why would Cell lose power after absorbing Krillin? If anything, his power should remain the same becuse Krillin is a powerful warrior on his own. Secondly, where would you rank Cellin in power? He was only able to beat Yamcha after a hard fought battle and was killed by Tien's Kihiko pretty easily. I would say he's around Tien or even Krillin level.

I think he would probably get around the same boost he got from absorbing the civilians or something similar to that level
