Not only more than frieza but more than any other character in the series(not including absorption). Gohan's potential, Saiyan zenkai, Piccolo's regeneration so he can train brutally. He's not called Perfect for no reason. He's called Perfect because he has a huge ego But seriously, I don't think his perfect form can get much stronger, it's his max You mean his initial fp perfect form? If you want to go with GT, him absorbing Goku made him a lot stronger. Going by GT, Cell and Freeza are about equal Or so weak compared to Goku that they seem equal :P

Well, he does own however many planets and scientists good enough to reconstruct and improve his body he must have millions, maybe billions, heck maybe even trillions of people under his influence so if he was training with Goku and Vegeta and they mentioned gravity training he could force a planet full of scientists to make whatever he wants. But yes I would watch that too I don't think Cell would have got any stronger than Super Perfect, he can't transform any more. Well no, he could get stronger but since he can't transform further he would probably put too much of a burden on his body and break, maybe even at a..Cellular(see what I did there) level since his body can't contain the power, AKA he dies completely. Frieza never had such a limit placed on him, he had a final form but he never trained, he could only have utilized like 10% of his...potential potential due to that for all we know, Cell wouldn't have gained the potential of what Frieza could have been had he trained only the potential he had from when his cells were taken...potential which would make no sense since he was mostly machine parts any strength he gained prior to that would have been scientific enhancement. So Cell probably never gained any potential from him, just techniques and survivability.
