Google Chrome	Cell I suppose. He is the strongest out of them and has all their genetics. Freeza probably has a lot of untapped potential, never having trained in his life

Mozilla Firefox Favourite Manga Berserk all day erry day	It depends though, Cell reached his Perfect form he couldn't transform any further than that(Super Perfect is hardly a transformation) Frieza could have unlocked more forms or if he got to training, like gravity training in base form every tiny increase in that form would be a major increase in his final form, where Cell can't utilize that since he can't willfully regress to his previous forms. Unless you mean Mecha Frieza then there's only cyborg enhancements he could have which would likely not get him past the androids or maybe to that and only that. I think Cell had basically reached the end of his potential, nothing else would have challenged him if he'd wiped everyone out he'd have just been bored for years and then Buu would be revived by some means and probably kill him. Where Frieza could use his money to build some kind of amazing gravity training machine, or maybe there's a planet his federation or whatever knows of with insane gravity. I doubt Cell being a good guy and training with Goku and/or Vegeta could ever have lasted he has too much of a thirst for power where Frieza would probably just want to outdo Goku in much the same way that Vegeta does.
